OC Public Works Operations and Maintenance is responsible for maintaining Orange County Flood Control District (OCFCD) facilities* and unincorporated streets within Orange County. This includes identifying trespassing, illegal encampments, coordinating with OC Health Care Agency (HCA) to provide outreach and offer services to individuals encountered on facilities, coordinating with OC Sheriff’s Department (OCSD) to offer services and the removal of individuals from restricted facilities, cleaning encampment-related trash and debris from facilities, and repairing damages to facilities caused by trespassers.
*Note: The exception is if a public trail or bikeway is provided along an OCFCD facility. These trails and bikeways are designed to meet public safety standards.
The Encampment Mitigation Program identifies, schedules, tracks, and removes encampments on OCFCD facilities and unincorporated streets. The program was created to follow general procedures of our partner agencies, HCA and OCSD, when conducting outreach to individuals encountered on these facilities.
If you notice an encampment on an unincorporated Orange County Street or Orange County Flood Control District facility, please submit a service request or contact the OC Operations & Maintenance Office at (714) 955-0200. An inspector will be sent to inspect the area and then coordinate to schedule a crew to make the necessary repairs as needed.
